Recording Available: IIUSA Webinar on NPRM Comment Development Process
IIUSA hosted a special webinar on August 12, 2026 to share its process for developing and submitting thorough comments to the Department of Homeland Securities July 2nd Notice of Proposed Rulemaking (NPRM). During the webinar, participants heard directly from industry experts who participated on IIUSA’s NPRM Subcommittee.

A special thank you is owed to the IIUSA Public Policy Committee’s NPRM Subcommittee, led by Lulu Gordon of EB5 Capital. There were 11 working groups who diligently addressed the various topics of the NPRM and each working group had a designated “lead” who kept discussions on track and comments organized. Without the help of this group, these thorough and thoughtful comments would not be possible.
IIUSA’s comments will be finalized in the coming days after final committee and Board review. Comments will be officially submitted to DHS via the Federal Register on August 26 after which IIUSA will provide a Comment Toolkit to its membership so they can submit their own comments by the August 31 deadline. Keep an eye on your email for this Toolkit starting on August 26.
