EB-5 Visa Issuance Update (June – August 2025): Unreserved Visas Fully Utilized in FY2025 While Reserved Categories Continue to Lag

Last week, the U.S. Department of State (DOS) released monthly visa issuance data for June, July, and August 2025. This marks the first update in the last eight months since the publication of May 2025 visa issuance data in July 2025.

A total of 1,412 EB-5 visas were issued between June and August 2025, including:

  • 1,091 Unreserved EB-5 visas.
  • 270 visas associated with the Rural Area category; and
  • 51 visas issued under the High Unemployment Area (HUA) category;

With nearly 9,500 visas issued under the Unreserved category by August 2025, DOS announced that all available Unreserved EB-5 visas for FY2025 had been fully utilized. However, despite the fact that USCIS approved a record-high 1,047 I-526E petitions in Q3 FY2025, issuance of Reserved visas remains slow.
