IIUSA Data Analysis: EB-5 Visa Issuance Monthly Data Updates for FY2023 (September 2022 – July 2023)

Overall FY2023 EB-5 Visa Issuance (Consular Processing Only)

Earlier this week, the Department of State published the monthly visa issuance data for July 2023, shedding some light on the latest trends of EB-5 visa usage in FY2023.

With 874 EB-5 visas issued in July, the total number of EB-5 visa issuances via consular processing in FY2023 (between September 2022 and July 2023) is 7,127.

According to the DOS, 13,987 visas are available for the EB-5 category in FY2023, with 9,511 visas available for the unreserved EB-5 category this year.[1] Given the fact that over 30% of EB-5 visa numbers were used via Adjustment of Status in recent years, all the EB-5 visa numbers under the unreserved category available in FY2023 could have already been used by the end of July. DOS also confirmed that the employment-based visa number use is expected to reach the annual limit in its September Visa Bulletin.

 

Country-Specific EB-5 Visa Usage Trends

China: A total of 4,639 EB-5 visas were issued to Chinese applicants between September 2022 and July 2023, accounting for 65% of the overall EB-5 visa issuances during that time period. In addition, the U.S. Consulate Office in Guangzhou processed a total of 4,512 EB-5 visas in FY2023 (through July), the volume is up by 300% year over year.

India: 670 EB-5 visas were issued to Indian nationals in FY2023 (through July), accounting for 9.4% of the total number of EB-5 visa issuances. With the per-country cap in place, only 7.1% of the total EB-5 visas are allotted to Indian applicants. As a result, very few visas were issued to applicants from India in the last two months (only 9 visas in June and 4 visas in July).

Vietnam: 428 Vietnamese applicants received their EB-5 visas between September 2022 and July 2023, accounting for 6% of the worldwide EB-5 visa usage in FY2023 (through July). It’s worth highlighting that 101 EB-5 visas were issued to Vietnamese nationals in July alone, a big jump of 278% from the previous month.

Additionally, 396 and 231 EB-5 visas were issued to applicants from South Korea and Taiwan, respectively. These two investor markets rank as No. 4 and No. 5 in terms of EB-5 visa issuances in FY2023 (through July).
