The most recent data published by USCIS regarding Form I-956 (Application for Regional Center Designation), Form I-956F (Application for Approval of an Investment in a Commercial Enterprise), Form I-956G (Regional Center Annual Statement), Form I-956H (Bona Fides of Persons Involved with Regional Center Program), and Form I-956K (Registration for Direct and Third-Party Promoters) highlights notable trends in EB-5 regional center activity during the first quarter of Fiscal Year 2025.
Key findings from our analysis include:
- Form I-956: Regional center applications remained low in Q1 FY2025, with only 13 filings during the first quarter of the new fiscal year, a 61% year-over-year drop and the second-lowest volume since the RIA’s enactment. In addition, I-956 adjudications slowed significantly, with just 17 applications processed, marking a 71% decrease from the previous quarter.
- Form I-956F: Filings rebounded in Q1 FY2025, rising 88% from the previous quarter to 60 submissions. However, adjudications dropped by 190% from Q4 FY2024, and the approval rate declined from 79% to 73%.
- Form I-956G: A total of 453 regional centers submitted their annual Form I-956G statements in Q1 FY2025, representing less than two-thirds of the 732 approved regional centers listed on the USCIS website.
- Form I-956H: Since the RIA was enacted, more than 6,600 Form I-956H submissions have been recorded, including 712 filed during Q1 FY2025.
- Form I-956K: Over 1,750 third-party promoter registrations have been submitted to USCIS since the introduction of Form I-956K in January 2023.
