Data Analysis on EB-5 Regional Center Forms (I-956/F/G/H/K) in Q2 FY2025: Declining Filings, Slower Adjudications, and Lower Approval Rates

The latest data published by USCIS regarding Form I-956 (Application for Regional Center Designation), Form I-956F (Application for Approval of an Investment in a Commercial Enterprise), Form I-956G (Regional Center Annual Statement), Form I-956H (Bona Fides of Persons Involved with Regional Center Program), and Form I-956K (Registration for Direct and Third-Party Promoters) highlights significant trends in EB-5 regional center activity during the first half of Fiscal Year 2025 (Q1 & Q2).

Key findings from our analysis include:

  • Form I-956: USCIS received only 25 Form I-956 applications in the first half of FY2025, representing a 77% decline year-over-year. The agency adjudicated 58 regional center applications during Q1 and Q2, with an approval rate of just 76%.
  • Form I-956F: A total of 119 Form I-956F EB-5 project applications were filed in the first half of FY2025, with 57 filings in Q2. The quarterly adjudication volume decreased to approximately 50 cases per quarter in FY2025, down from an average of 110 per quarter in FY2024. The approval rate also declined to 76%, compared to 84% in FY2024.
  • Form I-956G: As of Q2 FY2025, 521 regional centers submitted their Form I-956G annual statements for FY2024, with 65 submissions occurring after the December 29, 2024 deadline. Approximately one-third of the 732 approved regional centers listed by USCIS have not filed their annual statements.
  • Form I-956H: Nearly 7,200 Form I-956H filings have been submitted since RIA enactment, including 1,279 filings during the first half of FY2025.
  • Form I-956K: Nearly 1,900 third-party promoter registrations have been filed with USCIS since January 2023, including 526 in the first half of FY2025. In Q2 FY2025, USCIS approved 139 registrations and denied 24, marking the first reported denials for this form.
