IIUSA Statement on a Trump Gold Card Immigration Program
Aaron Grau, Executive Director of Invest In the USA (IIUSA), the national not-for-profit industry trade association for the EB-5 Regional Center Industry, issued the following statement in response to the launch of the Trump Card website:
“IIUSA applauds President Trump’s continued focus on investment-based immigration, which has a long record of success.
For over 35 years, the EB-5 Immigrant Investor Program has delivered billions in foreign direct investment and created millions of American jobs — all at no cost to taxpayers. A recent IIUSA economic impact study found that from 2016 to 2019 alone, the program generated $184 billion in economic activity and supported 7 million jobs across the country. The EB-5 Visa is a proven model demonstrating how immigration policy can strengthen the U.S. economy.
We appreciate the leadership of President Trump and Secretary Lutnick on this important issue and look forward to continued engagement with the Trump Administration and Congress to enhance the Gold Card’s effectiveness and value to the U.S. economy.”

New Report: EB-5 Immigrant Investor Program Contributed $184 Billion to U.S. Economy and Created 1.7 Million Jobs in 2016-2019 Alone
The new report, developed independently by researchers and economists at Fourth Economy, shows the EB-5 program generated $75.2 billion in private investment, created 1.7 million American jobs, contributed $184 billion to GDP, and raised $14.5 billion in tax revenues from 2016 to 2019 alone — all at no cost to U.S. taxpayers. The EB-5 program’s impact was felt nationwide, with states like California, New York, Texas, and Florida seeing billions in investments and hundreds of thousands of jobs created.
Additionally, data analysis shows that each EB-5 investor created 45 American jobs, and that every $500,000 invested generated an additional $1.6 million in private capital beyond the required investment, demonstrating the program’s powerful multiplier effect.

IIUSA Statement on President Trump’s Bold Plan for Investment-Based Immigration
On Feb. 25, 2025, President Donald Trump announced his bold vision for the United States’ investment-based immigration visa. The announcement from President Trump and Secretary of Commerce Howard Lutnick reaffirms the importance of immigrant investors creating new American jobs and driving U.S. economic growth.
Invest in the USA (IIUSA) appreciates the President and Secretary Lutnick’s recognition that investment-based immigration initiatives have driven incredible growth in the U.S. economy. Since its inception over 35 years ago, the EB-5 immigrant investor program has attracted over $55 billion in foreign direct investment to the US from heavily vetted immigrant investors, which has created over 1.4 million American jobs across the country and billions of dollars in tax revenues for federal, state and local governments – all at no cost to the American people or the government.
As the investment-based immigration industry’s leading advocate, IIUSA has been at the forefront of driving reforms and policies to ensure integrity, increased job creation and economic growth and the long-term success of the EB-5 program. These efforts culminated in the passage of the EB-5 Reform and Integrity Act of 2022 which strengthened oversight, increased transparency, enhanced investor protections, mandated background checks, improved fund tracking and expanded USCIS enforcement to ensure integrity and prevent fraud in the EB-5 program.
IIUSA looks forward to working with the Administration and Secretary Lutnick to achieve the President’s bold vision and to ensure that investment-based immigration programs like EB-5 continue to be a powerful tool to drive new U.S. jobs creation and economic growth. IIUSA Files Joint Status Report in Lawsuit Against DHS Regarding Sustainment
On February 27, 2025, IIUSA, through its legal counsel, filed a Joint Status Report (JSR) reflecting the association’s position toward settlement as well as USCIS’s position.
IIUSA’s goal is to have fair and transparent policies that support the entire EB-5 community, including investors, agencies, regional centers, and service providers. As reflected in the JSR, IIUSA ultimately wishes for a sustainment rule that would mirror the intent of Congress. The association agrees with USCIS’s position that a sustainment period tied to the period of conditional residence has become too burdensome for investors. IIUSA believes that USCIS should replace the existing sustainment period regulation with a sustainment period defined by a specific number of years through a proper legal process.
Additionally, IIUSA has proposed to USCIS that those investors that invested prior to a settlement agreement receive the benefit of the October 2023 policy. And for investors that invested after the settlement agreement, IIUSA has proposed that those investors should be subject to the sustainment rule USCIS promulgates following the notice-and-comment rulemaking it would undertake.
It makes clear that IIUSA does NOT want to revert to a sustainment period tied to an immigrant investor’s conditional residency; that doing so is too burdensome and unfair to investors. IIUSA continues to push for stability in the EB-5 marketplace through legally promulgated rules that consider all stakeholders’ perspectives and input.
